Oddball Criminals from Comic Book History Recommended. By Jon Morris.

Every hero needs a villain. But not all villains are dangerous—some are incompetent, comical, or just…weird. In his follow-up to The League of Regrettable Superheroes, author Jon Morris presents over a hundred of the strangest, most stupefying supervillains to ever see print in comics. Meet D-list rogues like Brickbat (choice of weapon: poisonous bricks), Robbing Hood (steals from the poor to give to the rich), Swarm (a crook made of bees; Nazi bees). Capsule histories and splash page art, about half from the Golden Age, then thru Silver to Modern.

Capsule histories and splash page art, about half from the Golden Age, then thru Silver to Modern.

Drawing on the entire history of the medium, The Legion of Regrettable Supervillains affectionately and hilariously profiles oddball criminals from the history of comics. Three long parts start with 52 wild characters from the Golden Age, foils for heroes and heroines from the original Black Cat and Silver Streak, to The Black Hood, Wonder Man, Bulletman, The Green Lama, even Capt. Marvel and Mary Marvel. The heroes are sometimes as odd as the villains.

Then it's on to the Silver Age, with 31 more weirdos: Mirror Man, Stilt Man, Uglyman, The Human Flying Fish, Elasto, Egg Fu, Doctor Cesspoole, Cat Girl, Atom-Jaw, Praying Mantis Man...you get the drift.

From the Modern Age, we find another 25: Golden Fuhrer, Ghetto-Blaster, Doctor Bong, Mr. Fish, The Roach Wrangler, Snowflame, Starfire, etc. Each villain gets a full page of history and a full page of artwork from wonderfully vintage comics.
