Famed comics writer Kurt Busiek put it well in his introduction to an earlier volume (the talent just in the introductions is a who's who, including Walt Simonson and Joe Jusko; if that isn't a testimonial to this seemingly obscure strip, I don't know what would be). Anyway, here's Busiek: "Starr's stories are carefully constructed character dramas, rife with interesting conflict and rich in scripting that is not just warm, witty, ironic, clever, and clear (often all at once), but also practically a master class in how to write natural-sounding dialogue that moves a story even in the tight, tight confines of a daily strip."
